The office has both international staff as well as officials serving courtesy of the Host Administration. Current staff members include the Director, Programme Officers, Finance Officer, ICT Officer, Administrator & Executive Assistant, and Administrative Assistant. Other countries which have previously provided staff to the ROCB include Finland, Mauritius, South Africa and Zimbabwe.

Josephine Manyasi
Director
Josephine Manyasi is a dynamic and accomplished Customs and Tax professional with over nineteen (19) years of progressive experience and a passion for people and organisational change processes. Before joining the World Customs Organization, East and Southern Africa as the Director, she served as the Deputy Commissioner coordinating Cargo Scanning & Monitoring operations within the Customs and Border Control Department of the Kenya Revenue Authority (KRA). Prior to this, she held the position of Deputy Commissioner in charge of implementing Trade Facilitation initiatives and fostering Customs Business relationships by partnering with stakeholders at the national, regional and international levels.
Ms. Manyasi began her career at the Kenya Revenue Authority (KRA) as a graduate trainee and rose through the ranks from Revenue Officer to her most recent position as Deputy Commissioner.
Her academic background includes a Bachelor of Arts degree in Business Management from Moi University and two Masters degrees: Master of International Studies and Master of Business Administration (MBA) in Strategic Management, both from the University of Nairobi. She also holds a Graduate Trainee Certificate in Tax and Customs Administration from the Kenya Revenue Authority Training Institute and a Certificate in National and International Strategic Security Studies from the National Defence College, Kenya.
As an alumni of the Strathmore Business School Advanced Management Programme (AMP), she is equipped with the skills and knowledge to navigate the complexities of the modern global business environment, drive organizational growth and contribute to the transformation of organizational leadership. She is also a Certified Leadership Executive Coach among other qualifications and certifications.
Ms. Manyasi is a full member of the Kenya Institute of Management and is the founder and a member of the Association of Practicing and Professional Entrepreneurs of Kenya.
Clemence Wawuda
Finance Officer
Clemence Wawuda joined the ROCB in March 2023 from the Kenya Revenue Authority (KRA). She started her career in Customs Department, before transitioning to the Finance Department, where she has spent 12 years. She is a Certified Public Accountant (CPA K) with over a decade of experience in the finance industry Clemence has a Bachelor of Business Administration (Accounting and Finance option) from Kenya Methodist University, and a Post Graduate Diploma in Taxation from Jomo Kenyatta University of Agriculture and Technology. She is currently pursuing a Master’s in Business Administration at Kenyatta University to expand her expertise in the field.
Faith Mosongo
Programme Officer
FAITH joined ROCB on 7th, December 2015 as a programme Officer. She has a Masters degree in Business Administration (Strategic Management) from Kenyatta University and a Bachelor of Science First Class honours degree from the University of Nairobi. She has also acquired Professional certification in Project Management as well as Customs and Tax Administration from the Kenya School of Revenue Administration (KESRA). She is currently pursuing a Professional Diploma in Performance Management at the KPI Institute. In addition, she is a trained Customs Officer with Kenya Revenue Authority who served at the Authorized Economic Operator (AEO) section of KRA and has worked alongside with the WCO in this regard in the region, particularly in the East African Community. She was the Alternate National Project Manager and contact of the WCO AEO in Kenya before joining the ROCB after an extensive and thorough recruitment process. She also previously worked at Kenya Medical Research Institute (KEMRI).
Dolyn Mbogo
Programme Officer
Dolyn join the ROCB office on 9th July 2025 with a background in Customs Administration, and Project Management. Over the past seven years, she has worked in various roles within Customs Department, building a strong foundation in both operations and strategy.
Over the years she has earned, a Bachelor’s degree in Environmental Planning, a Postgraduate Diploma in Customs Administration, and a Diploma in Project Management. She enjoys connecting strategic thinking with practical execution and thrives on making processes more efficient and ensuring that the right systems are in place to support long-term goals.

Erick Kaburu
ICT Officer
ERICK joined the ROCB as the ICT Officer on 11th September, 2017. He is a holder of a bachelors degree in Business Information Technology from Jomo Kenyatta University of Agriculture and Technology (JKUAT).
He is an employee of WCO ESA ROCB office and previously worked at CIC Insurance (Systems support) and COSEKE Kenya (Project Support Manager).
Linda Siele
Administrator & Executive Assistant
Linda Siele joined the ROCB on 1st August 2024 from Kenya Revenue Authority (KRA). Prior to joining the ROCB she served at the Head of HR Operations Office as a Human Resource Officer.
Ms. Siele, holds a Bachelor of Science in Statistics from the University of Nairobi and a Postgraduate Diploma in Human Resource Management from the College of Human Resource Management in Kenya. She is also a member of the Institute of Human Resource Management (IHRM). She is currently pursuing an Advanced Diploma in Customs Administration at Kenya School of Revenue Administration (KESRA) to expand her expertise in the Customs field.
Jamilah Mutah
Administrative Assistant
Jamilah holds a Bachelor of Science in Business Computing and Information Systems, awarded by the University of Central Lancashire (UCLan), and a Higher Diploma in Science in Computing (International Advanced). She has also completed a Project Management course by Google and a Technical Certificate in Customs Administration from the Kenya School of Revenue Administration. She is currently pursuing IBM Big Data Engineering to further enhance her expertise in data management and analytics.
She is an employee of the Kenya Revenue Authority (KRA) and has previously served in the Commissioner’s Operations Office under Customs and Border Control. On 15th January 2021, she was deployed to the World Customs Organization (WCO) East and Southern Africa Regional Office for Capacity Building (ESA ROCB).
