Our Team

The office has both international staff as well as officials serving courtesy of the Host Administration. Current staff members include the Director, Programme Officers, Finance Officer, Administrator/PA to the Director, and a Clerk as well as the Project Manager of the WCO ESA Project supported by the Government on Finland. The office also has staff working on virtual secondment from South Africa and Swaziland. Other countries which have previously provided staff to the ROCB include Mauritius and Zimbabwe.

Larry Liza

Director

Larry Liza is a Kenyan born writer, leader, diplomat, renowned poet and speaker. He serves as the Director of the World Customs Organization, East & Southern Africa, Regional Office for Capacity Building (WCO ESA ROCB) in-charge of implementing capacity building initiatives for 24 Member countries in the region. He has immense knowledge in the region and the globe from the focus areas of his service, including in promoting trade facilitation, revenue mobilization, enhancing compliance and enforcement, professionalism of human capital and regional integration. He is credited with successfully implementing the regional strategy while leveraging on talent and innovation, relationships building and creating partnerships. He is at the WCO on secondment from the Kenya Revenue Authority.

 

Larry is the author of the bestselling books Protecting our World (children’s book on environment), Monday Motivations PROFOUND, and IRRESISTIBLE (an anthology of poems), all which have been featured in leading newspapers. His latest book, COVID STORIES: Tests & Testimonies was released in August 2021. He has many other work-related publications.

 

Larry also serves as a global ambassador for the White Ribbon Alliance, championing maternal health across the globe. He has a Masters degree in Planning and Management (Env.) and a Bachelor of Science degree, both from the University of Nairobi, among other qualifications. He has recited poems since the age of 4 across the globe. He was appointed and a Global Champion for Safe Motherhood by the White Ribbon Alliance in 2014, championing maternal health as a performing poet and writer.

Clemence Wawuda

Finance Officer

Clemence Wawuda joined the ROCB in March 2023 from the Kenya Revenue Authority (KRA). She started her career in Customs Department, before transitioning to the Finance Department, where she has spent 12 years. She is a Certified Public Accountant (CPA K) with over a decade of experience in the finance industry Clemence has a Bachelor of Business Administration (Accounting and Finance option) from Kenya Methodist University, and a Post Graduate Diploma in Taxation from Jomo Kenyatta University of Agriculture and Technology. She is currently pursuing a Master’s in Business Administration at Kenyatta University to expand her expertise in the field.

Faith Mosongo

Programme Officer

FAITH joined ROCB on 7th, December 2015 as a programme Officer. She has a Masters degree in Business Administration (Strategic Management) from Kenyatta University and a Bachelor of Science First Class honours
degree from the University of Nairobi. She has also acquired Professional certification in Project Management as well as Customs and Tax Administration from the Kenya School of Revenue Administration (KESRA). She is currently pursuing a Professional Diploma in Performance Management at the KPI Institute. In addition, she is a trained Customs Officer with Kenya Revenue Authority who served at the Authorized Economic Operator (AEO) section of KRA and has worked alongside with the WCO in this regard in the region, particularly in the East African Community. She was the Alternate National Project Manager and contact of the WCO AEO in Kenya before joining the ROCB after an extensive and thorough recruitment process. She also previously worked at Kenya Medical Research Institute (KEMRI).

Erick Kaburu

ICT Officer

ERICK joined the ROCB as the ICT Officer on 11th September, 2017. He is a holder of a bachelors degree in Business Information Technology from Jomo Kenyatta University of Agriculture and Technology (JKUAT). He is currently pursuing to become a Certified Information Systems Auditor at Strathmore University.

He is an employee of WCO ESA ROCB office and  previously worked at CIC Insurance (Systems support) and COSEKE Kenya (Project Bureau Supervisor).

Jamilah Mutah

Administrative/Finance Assistant

Jamilah is a holder of Higher Diploma in Science in Computing(International Advanced) and currently pursuing a Bachelors Degree in Business Computing and Information Systems at the UCLAN University of Lancashire.

She is an employee of the Kenya Revenue Authority and has served at the Commissioner’s Operations Office-Customs and Border Control before her deployment to the World Customs Organization East and Southern Africa Regional Office for Capacity Building WCO ESA ROCB on 15th January 2021.
