The WCO annual cycle for Capacity Building planning and delivery relies on Members’ identification of external assistance needs for individual administrations, as well as for the region as a whole. The ROCB is consolidating the needs of the Members, in support of the WCO, which sought Member input on activities with which WCO could further support Member Administration’s modernization efforts based on existing or new Capacity Building needs within the Member’s broader reform programme that they would like addressed with WCO’s assistance. In line with the WCO Capacity Building Strategy, the needs communicated to the WCO stem from Member Administration’s priorities in terms of Customs reform and modernization, as outlined in their respective Customs strategic or modernization plan
