The 143/144th Sessions of the World Customs Organization (WCO) Council are on, expecting discussions on the WCO Secretary General’s report, technical matters related to cacpacity building, compliance, enforcement and facilitation. Focus will also be on the futire of the Harmonized System, Private Sector, SAFE Framework of Standards, Gender Equity and Diversity, eCommerce, Fragile Borders Action Plan, and Traveler facilitation, among others.
The sessions were opened by WCO Chairperson Edward Kieswetter (South Africa), who provided a overview of the prevailing themes and challenges faced by the organization and its member countries. He underscored the theme of sustained recovery in the post-COVID era, emphasizing that this recovery is increasingly being driven by growth in emerging markets and developing countries. He highlighted the importance of continued efforts against illicit trade, illicit financial flows, cybersecurity compromises, and geopolitical tensions. These efforts, he stressed, are critical to ensuring robust economic recovery. Furthermore, Kieswetter called for a proactive embrace of emerging technologies and a strong focus on employee development, which he identified as essential components for future progress.
WCO Secretary General Ian Saunders presented a detailed report on the organization’s recent activities and achievements. He reported that the WCO has successfully implemented 63% of its deliverables, demonstrating a strong commitment to its goals. Member satisfaction remains high and stable across a broad spectrum of policy areas, reflecting positive reception of the WCO’s initiatives. However, Saunders noted that resource limitations are visibly impacting performance, suggesting a pressing need for changes to enhance efficiency and effectiveness.
To address these challenges, the WCO plans to reduce the number of deliverables by 50% in the upcoming year’s plans. This strategic adjustment aims to streamline efforts and focus resources more effectively. Mr. Saunders also highlighted several significant accomplishments of the WCO, including the development of the HS Browse and Check application and various enforcement operations aimed at protecting society. Additionally, notable events such as the eCommerce Symposium and AEO Global Conference have been instrumental in advancing the WCO’s objectives. Progress on gender equality and diversity was also highlighted, reflecting the organization’s commitment to inclusive growth.
Secretary General Saunders concluded his report by introducing the WCO’s theme for 2024: “Customs Engaging Traditional and New Partners with a Purpose.” This theme aims to consolidate cooperation and collaboration among a diverse range of stakeholders, promoting collective efforts for the greater good of the global community.
