ROCB Director Larry Liza was one of the speakers at the opening ceremony of the Post Clearance Audit (PCA) refresher course, organized by the WCO/JICA Joint Project and hosted by the Rwanda Revenue Authority (RRA).
The Director emphasized the need to keep pace with evolving standards and processes related to PCA, calling for greater focus on transfer pricing, data analysis, and the application of PCA in the context of AfCFTA. He commended JICA’s growing support over the years and its contribution to expanding the pool of accredited and recognized subject experts. He also acknowledged the Government of Japan for its development programs, including TICAD.
Other speakers included RRA Assistant Commissioner in charge of Customs Operations Support Yvonne Gatera, Chief Representative of the JICA Rwanda Office Minako Shiotsuka, and WCO/JICA Joint Project Manager from the Capacity Building Directorate at WCO, Motohiro Fujimitsu.
