The ESA region has formally launched its Regional Code of Conduct on Integrity in a ceremony attended by the Director General of the Financial Crimes Commission of Mauritius, the WCO ESA Vice Chair, the Director General of the Mauritius Revenue Authority, other dignitaries and delegates from 16 member countries.
This launch is followed by a Training of Trainers – ToT session aimed at building the capacity of Integrity Champions and Integrity Coordinators while emphasizing the importance of teamwork and accountability. Practical aspects of implementing the Regional Code will also be covered, including the administration of an Integrity Toolkit.
𝐃𝐫. 𝐍𝐚𝐯𝐢𝐧 𝐁𝐞𝐞𝐤𝐚𝐫𝐫𝐲, 𝐃𝐢𝐫𝐞𝐜𝐭𝐨𝐫 𝐆𝐞𝐧𝐞𝐫𝐚𝐥 𝐨𝐟 𝐭𝐡𝐞 𝐅𝐢𝐧𝐚𝐧𝐜𝐢𝐚𝐥 𝐂𝐫𝐢𝐦𝐞𝐬 𝐂𝐨𝐦𝐦𝐢𝐬𝐬𝐢𝐨𝐧 𝐨𝐟 𝐌𝐚𝐮𝐫𝐢𝐭𝐢𝐮𝐬, delivered a keynote address in which he emphasized the critical role that implementation plays in effectively enforcing policies developed by respective administrations.
𝐌𝐫. 𝐒𝐮𝐝𝐡𝐚𝐦𝐨 𝐋𝐚𝐥, 𝐃𝐢𝐫𝐞𝐜𝐭𝐨𝐫 𝐆𝐞𝐧𝐞𝐫𝐚𝐥 𝐨𝐟 𝐭𝐡𝐞 𝐌𝐚𝐮𝐫𝐢𝐭𝐢𝐮𝐬 𝐑𝐞𝐯𝐞𝐧𝐮𝐞 𝐀𝐮𝐭𝐡𝐨𝐫𝐢𝐭𝐲 𝐚𝐧𝐝 𝐄𝐒𝐀 𝐑𝐞𝐠𝐢𝐨𝐧 𝐕𝐢𝐜𝐞 𝐂𝐡𝐚𝐢𝐫, officially opened the workshop. He expressed his appreciation to the members of the region for responding to his call to nominate integrity coordinators and champions to attend this important training, which will aid in the successful implementation of the Code of Conduct.
𝐌𝐬. 𝐅𝐚𝐢𝐭𝐡 𝐌𝐨𝐬𝐨𝐧𝐠𝐨, 𝐖𝐂𝐎 𝐄𝐒𝐀 𝐑𝐎𝐂𝐁, 𝐫𝐞𝐩𝐫𝐞𝐬𝐞𝐧𝐭𝐢𝐧𝐠 𝐌𝐫. 𝐋𝐚𝐫𝐫𝐲 𝐋𝐢𝐳𝐚, 𝐃𝐢𝐫𝐞𝐜𝐭𝐨𝐫 𝐨𝐟 𝐖𝐂𝐎 𝐄𝐒𝐀 𝐑𝐎𝐂𝐁, praised the ESA Working Group on Integrity and its leadership, led by the Chair, Mr. Rajeev Gobin, Team Leader in Charge of Internal Affairs, Internal Affairs Division of the Mauritius Revenue Authority (MRA). She acknowledged the stellar work put in to ensure the development of the ESA Regional Code of Conduct on Integrity. She encouraged all delegates to participate actively in the discussions and share strategic insights, experiences, and knowledge for the benefit of their respective customs administrations and the advancement of our region.
Delegates also listened to a prerecorded address by Ms. Andrea Hampton, the Integrity Lead and A-CIP Programme Manager at the World Customs Organization. She urged all members to work together toward ensuring the successful implementation of the Code of Conduct.
The meeting brings together 36 participants from 16 member countries, including Botswana, Burundi, Eswatini, Kenya, Madagascar, Malawi, Mauritius, Mozambique, Namibia, Rwanda, Seychelles, South Africa, Tanzania, Uganda, Zambia, and Zimbabwe.
