Alberto is currently responsible for capacity building activities in Customs matters at the Directorate of Finance Investment and Customs (FIC) at the SADC Secretariat having joined the Secretariat in March 2019. Among other duties, he is responsible for implementing the SADC Trade Facilitation Programme, aiming to enhance inclusive economic development in the SADC region through deepening regional economic integration. The programme is funded by European Union and is expected to be concluded in 2024.

He holds a Bachelor’s degree in Economics from the University of Eduardo Mondlane in Mozambique and a Master degree in Customs Admiration and International Trade Laws from the University of Muenster, Germany. He has also participated in several professional training on Customs and International Trade matters by the World Customs Organization (WCO), World Trade Organization (WTO) and International Institute for Sustainable Development (IISD).

Before joining SADC Secretariat, he worked for the Mozambique Revenue Authority in different Customs departments as Senior Customs Officer for 28 years. During this time, he assisted the Revenue Authority to review and implement a number of Customs Laws and Procedures, conduct training and build capacity for public and private stakeholders in Customs matters related to trade facilitation, and implemented three projects on training and build capacity for Customs officers on Risk Management, Combat of Illicit Trade of Fauna and Flora Products, and for the human resources competence enhancement.
